You can make your own growing area.
If you have a basement or room somewhere, get a cheap shelf unit with about three shelves
Buy three flourescent bulb fixtures and put one under each shelf, get the ones that have a chain on them for hanging up
Then get seed trays Walmart has them and you are ready to go

Are there any risks of electrocution from pool lighting systems?
